I may be wrong, but that 404 page does not look like the one that comes from the Help proxy server. In your configuration.php file you should find a line that looks like this:
Check it. If it is OK then it may be a custom extension has defined its own Help server and it is not working. Which extension were you seeking Help for? Or is it all of them?
